Provided your upload is close to 1MB you should be ok. The DVR has to have an internet connection, and not be behind a firewall. Mine works fine once I figured out how to configure my router to bypass the firewall. But remember you need to have wireless internet. The device does not directly transmit media to a device, it simply transmits it to the web then your device can pull it down off the web from anywhere in the world with a fast enough connection.

There are so many things you can do with the "Hopper". I tried to watch something on the TV my husband was using and it changed his channel. I have to use the other TV if it is not being used by someone in the family. If you're wondering if you can "sling" content from your Tab4 to another device, i don't know for sure, but would doubt it, as Jetmech points out, this was specifically designed for Dish DVRs.
There might be other Sling devices available that might work. For computers all you need is access to the internet and you can watch tv anywhere. You will need to download dish anywhere app on your tablet from google play store.

The sling has to be "wired" to my DISH box wire included which has a wireless adapter attached. It still goes through a wireless router located upstairs at the opposite end of the house. I've heard the this adapter might work As it does with the previous models VIP and also the with the hopper although I can't confirm because the sling works so well I haven't found the need to upgrade to the hopper.
I have the 1st Gen Hopper. It works via internet and the website Dishanywhere. Once you go widescreen, the controls disappear. The only way to get them back was to go back to that smaller window, which would sometimes cause the program to stutter. On the iPhone, there is no option for widescreen and small screen, so the controls were always there, easy to access, and also easy to hide. The DISH Remote Access app is extremely easy to use, and currently the only way to score this service on a smartphone.
It's hard to pooh-pooh having access to your beloved TV almost anywhere. While the Sling Adapter doesn't make that available to the masses, it's certainly a nice start.
