If you pay two no insurance tickets at any time during your entire driving career, your Texas drivers license will be suspended by the DPS. The City of Houston would like to trick you into thinking that it is by sending you lots of letters that look like collection letters, but a traffic ticket is NOT a bill or debt you owe.
Don't let them trick you. A traffic ticket is merely a citation alleging a criminal violation. If you do not plead "guilty" or "no contest", the State a prosecutor working for the Government has the burden of proving your guilt beyond a reasonable doubt. Whether or not your warrant is from a participating jurisdiction doesn't matter if you have a ticket warrant from anywhere.
